Speed and reliability performance measure reports measure congestion by district, county, facility type, route, date range and time period. Performance measures are based on FHWA requirements, common FDOT Sourcebook equations and relevant national standards.

This product provides average speed and travel time reliability data from the HERE Road Network.

We are currently expanding this product nationwide.

You can access this product by navigating to Insights and choosing a location then clicking on Speed & Reliability.

Once inside you can filter by facility type, date range, and route. You'll also find reports for AM and PM Peak, Average Travel Time, and Hours Below Target Speed.

The Speed and Reliability Insights data can be viewed in a tabular format. By clicking on the "Report Table" table icon, the tabular data view will pop up on the screen. An example of the tabular data is below.

Data Units:

  • Average Speed units are miles per hour

  • Average Travel Time units are by the hour

  • Hours Below Target Speed refers to speeds below 35 miles per hour

  • AM Peak Hours in the local timezone covering 6:00 am - 9:00 am

  • PM Peak Hours in the local timezone covering 4 pm - 7 pm

  • Free Flow Speed references 85% percentile speed

Date Ranges:

  • Data is available from 2011 through 2022

  • Data is stored in Hourly, Daily, Month, and Quarterly. Yearly, 3 Year and 5 Year aggregate tables based on performance measure requirements.

Definitions:

Travel Time Index- The ratio of the travel time during the peak period to the time required to make the same trip at free-flow speeds.

This is calculated following the FHWA guidelines. The mathematics include calculating the ratio of the recorded average hourly travel time divided by the recorded free-flow travel times for each route and time period.

The closer the value is to 1, the closer the traffic is moving to uncongested speeds.

Planning Time Index- The ratio of the 95th percentile travel time to the free-flow travel time. Urban SDK calculated the 95th percentile speed based on all recorded speeds for queried route and time period.

This is calculated following the FHWA guidelines. The mathematics include calculating the 95th percentile travel time on the line segment during the time period divided by the free-flow travel time on the segment during the same time period.

The Planning Time Index indicates how much extra time a segment will take to travel at the queried time. A Planning Time Index of 1.5 indicates that a traveler should budget 50% more time to travel that segment of the road at that specified time.

Free Flow Speed- The free flow definition is the 85th percentile of speed data.

HERE: Urban SDK is a HERE partner, providing HERE probe and GPS-based speed data in 15-minute intervals on a 1-day latency.
